FISP & Local Law 11
The New York Facade Inspection & Safety Program (FISP) formerly known as Local Law 11 (LL11) sets requirements and standards for facade inspections within NYC. FISP requires inspections for all buildings over six stories. These inspections must be performed by an Engineer or Architect who is also authorized by DOB as a Qualified Exterior Wall Inspector (QEWI).

Facade Inspections
Buildings subject to FISP regulations must be inspected every five years. The exteriro wall inspector classifies the buildings as SAFE, SWARMP, or UNSAFE. SAFE buildings are those that need no repairs and are not expected to have unsafe conditions within the next five years. SWARMP means Safe with a Repair and Maintenance Program, this is the middle category for buildings that need repairs but are not UNSAFE. UNSAFE is a bulding that poses a hazard to the public and requires immediate repair.
